tapper sm Joy R. Tapper, Executive DirectorWith more than 28 years of experience in healthcare planning and administration, Joy Tapper was recruited by Milwaukee health system CEOs to spearhead the design and implementation the Milwaukee Health Care Partnership in 2006.

Ms. Tapper previously served as Executive Vice President and Chief Administrative Officer for the Wheaton Franciscan Healthcare system, one of the largest integrated regional healthcare delivery systems in southeastern Wisconsin. Tapper served on the governing boards of the five Milwaukee-based Wheaton hospitals, the medical group, the three long term care facilities and other health system subsidiaries and joint venture corporations. Major accomplishments under Tapper’s tenure at Wheaton included the design and successful merger with a local hospital/health system, consolidation of the majority of administrative and support functions and the implementation of new cross organizational clinical programs and services including multiple physician joint ventures.

Ms. Tapper holds a Masters Degree in Public Administration from the University of Wisconsin Madison’s Lafollette Institute, a B.A. degree from St. Olaf College, in Northfield, MN and has participated as both a student and faculty in a number of continuing education programs and academic courses.

She is a graduate of the Future Milwaukee leadership program and in 1994 she was honored by the Milwaukee Business Journal as a “Woman of Influence.” Joy is a member of a number of professional and community based organizations and serves on the board of directors for Medical College of Wisconsin Healthier Partnership Program Consortium, the Wisconsin Primary Health Care Association and the Wisconsin Council on Children & Families. She is a member of the American College of Health Care Executives, Milwaukee County Behavioral Health Advisory Committee and the Wisconsin Hospital Association’s Access and Coverage Task Force and Public Policy Committees.  Tapper also serves on the University of Wisconsin Milwaukee School of Public Health and College of Health Sciences Advisory Councils, the State of Wisconsin Medicaid Advisory Council, the Milwaukee Public Schools School Health Committee, and other State and local health committees.
